Jess Giuffré oversees the analysis and preparation acquisition and rehabilitation financing for HUD Section 8 properties and tax credit/tax-exempt bond affordable housing projects on a regional basis. Jess previously worked in commercial real estate where he supervised new property acquisitions in their initial due diligence, underwriting, financing, and asset management phases.
Prior to that, he was an accountant on the operational finance team of an emerging company in the resort and real estate development industry. Jess also has two years experience in tax preparation and auditing of corporations while working as staff accountant for a public accounting firm. He received B.S. degrees in Accounting and Finance from the University of Idaho, and joined NWRECC in 2009.
Debbie Maxwell: responsible for assisting with the due diligence documentation and application processing for the Regional Property Developers. In addition, she supports the budgeting process and coordinates the temporary dislocation of residents during rehabilitation. Debbie coordinated the preparation and submission of the Oregon Phase II Portfolio of Tax-exempt Bonds and Tax Credit applications. She was key support for the successful completion of the Resident's Temporary Dislocation Plan for this portfolio.
Debbie has 19 years experience in accounting, banking, financial services, and management. She also has extensive working knowledge of non profits and has worked closely with many Board of Directors over the past 15 years.
As the Executive Administrator for a water treatment manufacturing company Debbie oversaw all aspects of the financial budgeting and quality control, as well as the administration for personnel and executives. As the Assistant Director for Treasure Valley Transit, a non profit public transportation company, Debbie was responsible for all DOT, Fleet Services and Human Resource Compliance for both State and Federal requirements, as well as Grant Management for grants received, and worked closely with many local elected officials and State Agencies regarding public transportation issues state wide. As Branch Manager of Idaho Credit Union, another non profit company, she implemented and managed all branch operations and oversaw all regulations and compliance requirements for the Federal, State, and Local Audits conducted annually.
